Whereas

The dissemination of complete and truthful information is probably the most effective non-violent weapon against any dictatorship, form of terrorism, violation of civil, social, political and hence human rights, caused not by poverty and ignorance, but by those who want to perpetuate that poverty and ignorance.

States do not use non-violent tools and techniques, because they are used to thinking in terms of power relations and mutual legitimisation based on inviolability;

States recognise the right to the exclusive ownership of the so called "frequency spectrum" to the extent that they reserve the faculty to use it themselves or to "grant" its use to others against payment.
The frequency spectrum is by its very nature transnational and the waves that run through it do not stop at borders, do not show their identity cards to border guards and do not need a visa on their passports;
For the above-mentioned reasons it is very difficult for states, even for real democracies, to assume and put in place a media system based on the radio and the recent failure followed by the abandonment of the first timid step towards the creation of a Voice of Europe is evidence of this, as decisions on the "possibility to violate" somebody else's frequency spectrum would in time make it impossible to defend one's own.

We urge the bodies responsible for the political leadership and economic management of the Radical Party to:

1) carry on all efforts to convince the European Union and its member-states of the usefulness and effectiveness of "Voice of Europe"
2) get in contact with the US President and Congress to suggest to them - on the same grounds - a new form and new tasks for "Voice of America."
3) Conduct a feasibility study for the creation of a new pilot radio station, that may be called "Voice of Democracy" or "Voice of Freedom", funded through a world self-financing campaign and broadcasting in the frequency spectrum of one or more countries that are symbolically important for the realisation of this project.
